3 LTTE boats destroyed: Mullaithiv

At least 3 boats belonging to Liberation Tigers of Tamil Eelam (LTTE) have been destroyed in an air raid conducted by the Sri Lanka Air Force (SLAF) fighter jets today evening. The boats were attacked near LTTE held Mullaithiv coast at around 5.30PM by 10th fighter squadron bombers.

The air raid was based on intelligence information retrieved by naval intelligence sources.

  4. The Govt's military strategy seems to have several components: (1)
    a tight naval cordon that blocks supplies (2) a war of attrition that reduces LTTE's ranks (3) and nibbling away at LTTE territory. We can already see the effects of this strategy. The LTTE can no longer challenge the SL Navy on the high seas. Also, some of the lower level conscripts are starting to leave along with the civillian population. By nibbling away at LTTE territory rather than launching large scale operations, SLA casualties are relatively low. Once the SLA is about 30 Km from Killinochchi, that area will be within range of the big guns.
    No doubt all of these efforts will take time but the end is in sight for the LTTE.

  22. IIGEP: Colombo lacks political will to investigate Human Rights violations

    The International Independent Group of Eminent Persons (IIGEP), which terminates its observation mission reasoning that the proceedings of the Commission of Inquiry (CoI) setup by the Government of Sri Lanka (GoSL) to investigate and inquire into serious violations of Human Rights, have not been transparent and not satisfied basic international norms and standards, in its concluding public report on Tuesday blamed the Government of Sri Lanka for "absence of will" in the present Inquiry to "investigate cases with vigour, where the conduct of its own forces has been called into question."

    * IIGEP statement

    The 11-member IIGEP said: "Summary executions, massacres, disappearances, wanton destruction of property, and forcible transfers of populations can never be justified. No efforts should be spared to uncover responsibility, including recognition of command responsibility, for such actions."

    The public report gave following reasons for IIGEP's decision to terminate the mission "with profound regret that more could not have been achieved.":

    1. A conflict of interest in the proceedings before the Commission
    2. Lack of effective victim and witness protection
    3. Lack of transparency and timeliness in the proceedings
    4. Lack of full co-operation by State bodies
    5. Lack of financial independence of the Commission

    The IIGEP has decided that it will terminate its observation role at the end of March 2008 and close its operations in Sri Lanka by the end of April 2008. It has taken this decision after due consideration and for fundamental reasons. The President of Sri Lanka invited the IIGEP to observe the proceedings of the Commission of Inquiry, to offer recommendations for corrective action, and to assess the conduct of the Commission’s proceedings in the light of international norms and standards. "Despite their best efforts, the Eminent Persons have concluded that they have accomplished all that is possible within the constraints of the prevailing situation. They have thus decided, with deep regret, to end their activities," the IIGEP statement said.

    "The IIGEP has repeatedly drawn attention to the defects above-mentioned and others in the proceedings of the Commission in its three-monthly interim reports to the President, its public statements, and directly to the Commissioners. These critiques and suggestions have been largely disregarded. The IIGEP noted, however, that the Commission has attempted to limit the role of the Attorney General by employing counsel from the Unofficial Bar as lead counsel in two cases (the Trinco 5 and Pottuvil cases).

    "This small success, however, has hardly outweighed the atmosphere of confrontation and disagreement towards the IIGEP engendered by organs of Government and – at least in official correspondence – by the Commission. The uncooperative atmosphere has rendered the task of the IIGEP, which approached its work in a spirit of co-operation and, at first, with optimism, disquieting and unpleasant. There seems to the IIGEP to be an absence of political and institutional will on the part of the Government to pursue with vigour the cases under review with the intention of identifying the perpetrators or at least uncovering the systemic failures and obstructions to justice that rendered the original investigations ineffective.

    "All Members of the IIGEP are keenly aware of the security situation presently prevailing in Sri Lanka. The Government is faced with an insurgency in which the Liberation Tigers of Tamil Eelam (LTTE) conduct their hostilities through ruthless methods, not sparing the civilian population. Sections of popular opinion suggest that human rights and respect for the rule of law should take second place to measures necessary to repel these hostilities. The IIGEP rejects this opinion. There is no conflict or incompatibility between the successful conduct of military and security operations on the one hand, and respect for the rights of citizens on the other. Indeed it should be emphasised that respect for human rights, and the conduct of military operations in strict accordance with international humanitarian law, are powerful weapons in the struggle against dissident forces and terrorism in that they help to earn the trust and support of the civilian population. Moreover, they are essential to morale and promote a culture of professionalism and self-respect within the police and armed forces.

    "To the extent that emergency conditions may require special state measures derogating from certain peacetime rights, these must be publicly announced, enacted in law, and justified in terms of necessity and proportionality. Summary executions, massacres, disappearances, wanton destruction of property, and forcible transfers of populations can never be justified. No efforts should be spared to uncover responsibility, including recognition of command responsibility, for such actions. The IIGEP has, however, found an absence of will on the part of the Government of Sri Lanka in the present Inquiry to investigate cases with vigour, where the conduct of its own forces has been called into question."

    The IIGEP made following particular recommendations:

    1. That the President should ensure that all State bodies comply with international norms and standards and his directive to provide full disclosure of information and cooperation to the Commission.
    2. The Government should respect and implement the internationally agreed doctrine of command responsibility as part of the law of Sri Lanka, whereby superiors of those who have committed criminal acts may also be held responsible.
    3. The Government of Sri Lanka should establish, as a priority, a workable, effective and permanent system of victim and witness protection. The Commission should endeavour to train the staff of its victim and witness protection unit in order to provide the optimum level of security and assistance to potential witnesses. The IIGEP also calls for the establishment of a facility whereby essential witnesses, who have left Sri Lanka, and who can continue to give first hand evidence as to some of the events under examination by the Commission, can give their oral evidence to the Commission by video-links under conditions of complete safety. In this respect, international support to the Commission has proven critical.
    4. The Commission of Inquiry should include in the course of its inquiries an examination of the reasons for systemic failures and past impunity in relation to the cases under review, and consider the making of recommendations for the eventual appointment of independent special prosecutors in cases in which the security forces have been involved in serious human rights violations.
    5. The Government of Sri Lanka should provide the immediate and necessary financial resources to the Commission of Inquiry,and place adequate funds at its disposal, to enable it to fulfil its mandate.
    6. The Government of Sri Lanka should not entrench the role of the Attorney General as counsel assisting the Commission of Inquiry through legislation.

    The IIGEP was fully formed in February 2007, when the President of Sri Lanka invited 11 persons from a number of countries to observe the work of the Commission of Inquiry to Investigate and Inquire into Alleged Serious Violations of Human Rights (“the Commission”), which was established in November 2006. The Serious Violations referred to in the Warrant establishing the Commission were 15 cases dating from 1 August 2005 until 16 October 2006. A 16th case was later added.

  37. .....Judging by the time taken to almost wrest control of Madhu, given the stiff resistance by the Tigers, the goal of the military to reach Vidatilativu would take another three months or so. Securing Vidatilativu alone may not be sufficient, and the military would have to go the whole hog right up to Pooneryn. To secure the entire western coast right up to Pooneryn which is a good 50 km, it would take an additional nine months to an year.

    Meanwhile, four generals are due to retire in the next nine months, starting from Major General Upali Edirisinghe who turns 55 in August this year, two years since the commencement of Eelam War IV. The Army’s No. 2, Commandant of the Volunteer Force, Major General Lawrence Fernando and Jaffna Security Forces Commander, Major General G.A. Chandrasiri will turn 55 in January, 2009, while the No. 3 Chief of Staff, Major General Nissanka Wijesinghe retires in February, next year.

    I have been watching this guy, Peter - a misfit - who habitually makes mockery of our armed forces and brave commanders.

    This guy has all the sentimental ingredients to qualify himself to be a lunatic.

    A lunatic, by definition, is someone who cannot balance the rod of sanity on the pivot of conscience. Peter's contribution to this blog over the past few months shows he has a serious problem with balancing his all forms of acts.

    I would like to add my own observation with regard to this peculiar species; they are particularly sensitive to lunar fluctuations; lunacy is derived from lunar, after all. Peter proves, time and again, that he is not an exception.

    Have you noticed this idiotic Peter makes most of his disgusting noises around Full Moon day? We just moved past one and Peter had been in hyperactive mode. Evidence? Ha ha! read his comments folks.

    It is official that Peter is a lunatic and his behaviour is regulated, not by the Tigers - but by the Lunar cycle.

    You may think this syndrome is incurable; I disagree.

    Lunacy, according to ancient medical texts, stems from excessive erotic indulgence, backed up by tortured imagination.

    If Peter-the-misfit really wants to get out of this crisis, I can show him the way out. However, he must take heed of my advice to the full.

    I recommened that he spends at least three weeks inside a Vanni bunker in secrecy. As the male folks are greatly outnumbered by females for obvious reasons, Peter can cash in on the situation to his advantage.

    At night, guns fell silent in these bunkers. That is the time for Peter to put his gun to work, in the name of loyalty to the Tiger cause - the Eelam.

    This pragmatic step will certainly cure his illness and address the issue of acute shortage of man power too.

    In recognition of this great service, VP may confer him the appropriate title - father of the Nation. Another hero is born in Tigerland.

    these 3 boats were not transporting anything at the time of bombing. they were only berthed in mulaitivu sea. anyway the good thing is their 3 large assets are no more.

    more important is to destroy LTTE boast while in active use.

    unused sea areas can be mined to stop the terras.

    Don't take what Senapathi says too seriously.

    He got into army's bad books recently and his views must be taken into account in this context.

    He paints a very pessimistic picture about Vanni operations by completely ignoring the weather factor. His analysis is punctuated by personal grudge against the army or its commanders.

    I think Senapathi's ethical compass need a bit of 'oiling' before it grinds to a halt.

    Thanks for the information on the generals who are retiring.

    The army's promotion system for commissioned officers, which is part of our colonial legacy, does not allow a person to stay more than (I believe) 4 years in the same rank. That is if they are not promoted to the next rank, then they are out. Also, the government wide mandatory retirement age for all personnel is 55. The 55 year retirement age would have been suitable for another era. Today the average life expectancy in Sri lanka is close to the mid 70s.

    For a fighting army going through a major manpower expansion, this system is completely unsuitable. Many of the Combat Training Centers are at full capacity and are attempting to get the new recruits through the system. At the same time we are getting rid of some of the most experienced people in the system.

    It takes many years to create an officer. Many of these high ranking officers have spent many years going to the top defence institutions in India, Pakistan, and a few to the USA in recent times. Their acumulated knowledge, expertise, and experience gained on the battlefield is lost when they leave the forces. Some people say that that the current system provides opportunities for younger officers to advance up the chain of command. That is true to a certain extent but there is a place for these people in the sytem perhaps in another capacity, eg in the training institutions like the Kotelwala Defence University, or in the Civil Defence Force or Volunteer Force.

    Psy Ops. Definitely. Historically, the LTTE's key strength was their mobility. They were able to move their cadres at short notice alone their frontline.

    Going back several years, I don't think the LTTE could have ever envisioned that the SL Army would fight them on 5 fronts simultaneoulsy, continuously attacking them on a daily basis, and using small groups tactics.

    Another factor that impaires the LTTE's mobility is that they don't have the fuel or vehicles on the scale that they had before.

    I read in the Hindu today that a group of people have been apprehended while trying to smuggle 14 tractor tyres from TN.

    The LTTe can function only as a destructive force. It fails completely in a constructive role due to the very nature of its formation and functionality. Its pretexes to administrative competence looked like a scene from a sad movied about a monkey kingdom. The only way it knows to administer is by tirture and murder when things don't go the way they want.
    In the LTTe held areas, water, electricity and all infra-strucutre are provided by us. The animals have no capability of running an administration.

    What the hell does this mean?

    This makes it look like the jets were going on a joy ride when they spotted the boats. Gives the impression that airforce jets are flying all over the country all the time looking for LTTE targets. I thought the boats were found by the navy and they directed SLAF to the target? Nothing about that here.

    Government of Sri Llnkan runs the hospitals and every other facilities such as electricity in Vanni. LTTE controls it like the way JVP did in their insurgency periods (71,89). In one perspective, I find it correct that we give the basic facilities to tamil civilians as they are sons and daughters of this country.

In WW2, the only British Commonwealth soldiers executed for mutiny were a group of Ceylonese soldiers in what is now known as the Cocos Island mutiny. Their revolt had to do with the racism that they experienced at the hands of their Austalian and British officers, which the Ceylonese soldiers had not experienced even in colonial Ceylon. The Sunday Times has an interview with the last surviving member of that garrison. This person was not a mutineer, so the article does not capture full story or discuss the motivations of the mutineers.

    Moving on…..another pukka night time attack, I say.

    I am not a promoter of war except when:

    1) it is against terrorism

    2) it is in response to a violent struggle started unnecessarily by the terrorist opposition for the wrong reasons (eg. Like WWII)

    3) all avenues of reasonable negotiations have been exhausted without results (because one cannot negotiate with terrorists)

    4) any attempts of non-violence have been treated with contempt by the opposition (eg. the CFA) and abused it for their advantage for terrorism and violence

    5) it is waged to save PukkaLand and its peoples (all races) from terrorism and its terrible consequences

    Under above circumstances I would consider the alternative position of supporting the war to protect the people and the sovereignty of our PukkaLand.

    There is a critical population mass, of about 50 million, which permits a Nation to function efficiently with a single national language … However as the human knowledge grows exponentially and the international communication facilities improve, this number also grows. So English is a must for SL people…. Earth is fast becoming a Knowledge based global village.

    MI 24 fighter helicopters of Sri Lanka Air Force, in support of forging ground troops last night (20) at about 10.30 p.m. conducted a successful aerial attack on another LTTE mortar location and one of their forward command posts, in the east of ADAMPAN.

    The air force has started helicopter strikes at night too. This is great because....

    Reports confirmed twelve Tiger terrorists at the location were killed in the attack and a similar number was injured as a result.

    If the same attack was made during the day they would have been lucky to cause half the number of casualties.

    Another three boats destoryed by the air force, 2 on the beach and 1 sunk.

    You are preaching to the converted when you say ”Please do popularise English as a working technical language in SL.”. I agree with you totally and I think people (at least those who live in urban areas) do realise the importance of learning English. Look at the amount of “International” schools mushrooming everywhere, for example. They all have English as their medium of instruction, as far as I know.

    In fact I believe English should have remained our first language post independence and Sinhala & Tamil second languages. I blame Solomon Dias B for changing it for short-term political gain. That is another debate in itself which I don’t intend to get in to right now. Suffice to say that it may have contributed to creating new problems which we are struggling with even now.

    I still feel uneasy when you say “down to the toilet cleaners” bro. It sounds as if the toilet cleaners are somehow a lower form. If a toilet cleaner is doing their job with dedication & honesty I don’t see any difference between a toilet cleaner and a company director who is dedicated to his job. Conversely, if a company director is crooked in his dealings, I would side with the honest (non-English speaking) toilet cleaner any day.

    Good to debate with you bruv; I hope you see my point that we don’t necessarily have to wait till we master a language before we communicate ideas successfully using that language (or another).

    I agree with you bro about the international schools. I went to one, it did teach english but, half of the teachers cant even speack properly, The history teachers didn't know history, and geoghraphy teachers didn't know that guinea Bissau was a country.

    I only learnt english from my father and grandad, and reading. Our education should be reformed radiclly. we still uphold the education system used a hundred years ago in britain, either we make our own version of british education, or copy it.

    That's true in almost every country even "developed countries". High school teachers are not the most "intellectual" or "knowlegdeable" because teaching is not a very well paid job comparing to specialised proffensions e.g Do medicine or teach science at a school. Most will try and go for the top (largest pay and presitge) first. With the others taking what ever comes.

    Primary teachers are worse. I reckon all the bloggers here could become primary school teachers (maybe not the eelamists).

    I reackon that removing English as a second language was a grave mistake. It did nothing but stopped the number of people who knew english. These people taught their kids and then a greater division emerged between "elites" (Tamil and Sinhala)and other groups.

    This also limited the chance of foreign jobs for those whose parents how didn't speak english. Could have this been a factor in the JVP uprising?

As you say, he sent his children to Oxford and France while the rest of the children of Pukkalankans had to go svabhasha! If svabhasha was the best policy for the country, either Banda was:

    1) a bad father for preventing his own children being exposed to the best system

    or

    2) he was a crooked twit who used the policy for political gain.

    I agree that cancelling out english from our curriculum was completely wrong. bandaaiya called himself a proud sinhalese and did it, but it was all a farce, when he went to england he wore a bowler hat and wore a English suit.
    he learnt at oxford, but he denied his fellow sri lankans that kind of chance.

    while his children learnt english, went to europe for education, (and came back to ruin the country), the poor farmers son had no chance of going up the ladder as he only knows singhalese or tamil, he wont have the chance to read or learn about the world around him, he will be blind and frustrated.

    You are right this was a cause of JVP insurrection, no matter what people say, a lot of youth faced injustice. THis is still happening,

    I dont think the new English schools initiative is gonna work, cos I bet there will be no way enough teachers who can even speak proper English let alone teach.

    I am not sure what you mean by "we." The only terrorists in Sri Lanka are the LTTE. If you are a member of the LTTE, then certainly that makes you a terrorist.

    Democratic governments, like the GOSL, do not use terror as a policy. Terrorists routinely use terror as an instrument to achieve their ends. Democratic government do not put bombs in buses to kill scores of innocent civilians.

    On behalf of the Sinhalese, Tamil and Burgher members of my family, we cannot allow any kind of race based seperate state in Sri Lanka.

    However, I am for the Swabahasha: Singhala/Pali in the temple and English in the Stock Exchange! But it does not bother me if you used English at both the places as long as you respect my choice.

    Also, I never encourage cheap Uduravana jokes … that was how the Brown sahibs treated people who did not go through the “sophisticated” English mill to become someone like …. CBK. The root of the JVP revolt….

    Moreover, Unduravan was the Diyavadane Nilemee, more respected by the Buddhist than the King himself.

    Sometimes there is no other choice. LTTE are on the lookout to do this. Retreat, regroup and attack has been their strategy for a very long time. The army is trying their best to harm the LTTE while they move forward. But sometimes there is no way to stop them from falling back, avoiding confrontation.

    I too share your sentiment regarding these LTTE retreats. Logically thinking about it though, they need ground/space to retreat to. Slowly but surely that space is becoming scarce as the SLDF are pushing from all sides.

    The increasing exodus of civilians says two things to me. One, the LTTE is weakening and two, the civilians are increasingly desperate to escape perhaps because that "space" is becoming limited and the civilians are being squeezed out despite LTTE attempts to use them as shields.
