Army camp hit by lightning : Minneriya

3 soldiers were killed and 60 more were hospitalized when a lightning bolt struck a Sri Lanka Army (SLA) base in Katukeliyawa, Minneriya, today evening.

Majority of hospitalized soldiers are being treated for shock. A large number of Soldiers were in the outdoor ground located inside base premises when the incident occurred.

  13. Extortionist Gajanayaka's Rs. 2.5 million credit card reveals many secrets

    (LeN-2007 July 08, 8.30pm) The Criminal Investigation Department (CID) has questioned the credit card section heads of the Bank of Ceylon over a credit card issued to a former Air Force official named Gajanayaka who is now in custody for the charges of abducting and extorting money from the Tamil and Muslim businesspersons of Colombo.

    The value of the credit card is Rs. 2.5 million. A senior official of the bank has recommended issuing a credit card to this value to Gajanayaka. The investigation teams have traced that he has transferred money through this credit card to an account in Bahamas, a Caribbean island. It is reported that the suspect has not revealed the owner of the account.

    Gajanayaka was arrested due to the local and international pressure over the government's lack of interest for taking action to stop the abductions and extortions. United National Party MP Lakshman Senevirathna revealed the relevant facts first in the parliament. Then the government submitted a no-confidence motion against the UNP MP. Gajanayaka was arrested, freed and re-arrested due to international pressure.

    Reportedly, Gajanayaka revealed a number of names of the government leaders who had connections with him. Hence, even the security forces personnel doubt that the investigations will be undermined.

  26. 12 civilians including 8 Muslims injured in SLA assault in Jaffna
    More than twelve civilians including 8 Muslims sustained injuries in an indiscriminate attack by Sri Lanka Army (SLA) troops Monday around 7:30 p.m in Jaffna town and its neighbouring areas, sources in Jaffna said. Armed men in military uniform had tried to rob a house Five Junction area, and SLA troops who rushed to the scene, went on a rampage assaulting civilians along the way, witnesses said. The injured were admitted for treatment in Jaffna Teaching Hospital Monday night.

    SLA troops assaulted people on the roads, inside houses, travelling in vehicles, in Va’n’naarpa’n’nai, Five Junction, Pommaive’li and the Muslim areas of Jaffna town.

    Two staffers of Yarl Thinakural Tamil Daily in Jaffna too were beaten by the SLA troops on their way to their office for duty.

    Traders returning home after closing their shops were also assaulted by the SLA troops.

    People injured in the SLA attack sought treatment in Jaffna Teaching Hospital for treatment from 7:30 p.m to 11:00 p.m, hospital sources said.

    There was fear and shock among the Muslim community in Jaffna as a result of the SLA attack, the sources said.

    Jaffna peninsula civil society organizations have requested Jaffna SLA High Command to conduct a detailed inquiry into this matter

    I guess you didn't know (people like you don't know much about anything) but in Sri Lanka, nobody is forced to study only in sinhala. They can study in tamil or english if they want. If you were forced to study in sinhalese, that's your parents fault for putting you into a sinhala language school, it's not the government's fault.

    Fein chronicles the rights violations and violent incidents Colombo either allegedly was complicit in, or had direct involvement, and concludes that “GOSL is a terrorist state under any sensible definition of the term.... Under international law and practice, the victims of state sponsored terrorism are regularly entitled to separate statehood. Kosovar Albanians had their Slobodan Milosevic. East Timorese had their Suharto. Eritreans had their Mengistu Haile Mariam. The southern Sudanese had their Hassan al-Turabi. And Tamils have their Rajapakse brothers and General Fonseka.”

    TAMING THE TAMIL TIGERS

    As terrorist groups go, it has quite a résumé:

    Perfected the use of suicide bombers;
    Invented the suicide belt;
    Pioneered the use of women in suicide attacks;
    Murdered some 4,000 people in the past two years alone; and
    Assassinated two world leaders—the only terrorist organization to do so.

    No, it’s not al Qaeda or Hezbollah or even HAMAS. The group is called the Liberation Tigers of Tamil Eelam (LTTE) or the Tamil Tigers for short.

    Needless to say, the Tamil Tigers are among the most dangerous and deadly extremists in the world. For more than three decades, the group has launched a campaign of violence and bloodshed in Sri Lanka, the island republic off the southern coast of India.

    Its ultimate goal: to seize control of the country from the Sinhalese ethnic majority and create an independent Tamil state. Along the way, it has launched suicide attacks, assassinated politicians (including a government minister this week and even the Sri Lankan President), taken hostages, and committed all of kinds of crimes to finance its operations. The resulting civil war has taken the lives of nearly 70,000 Sri Lankans on both sides of the conflict since 1983 alone.

    Why should you care? Certainly because of the suffering and bloodshed that the Tamil Tigers have caused. And because its ruthless tactics have inspired terrorist networks worldwide, including al Qaeda in Iraq. But also because the group has placed operatives right here in our own backyard, discreetly raising money to fund its bloody terrorist campaign overseas, including purchases of weapons and explosives.

    The U.S. government has designated the Tigers a foreign terrorist organization, so their activities here are illegal. And we’re determined to stop them, using the full range of our investigative and intelligence capabilities.

    In April, for example, we struck an important blow when our Joint Terrorism Task Force in New York arrested the alleged U.S. director of the Tigers. The man supposedly held several fundraising events at a church and various public schools in Queens and in northern New Jersey in 2004. He is also accused of arranging high-level meetings between the group’s leaders and U.S. supporters.

    LTTE military spokesman (MS) essentially contradicts the LTTE political wing leader (PW).

    PW leader calls the war a genocidal war but the MS calls high number of LTTE casualties mere propaganda. Now who is right and who is wrong?

    But the MS skilfully avoids NOT ADMITTING to purported low LTTE casualties. He accepts the army is playing a numbers game (killing tigers than capturing land). But then he says this is the same mistake done in the past, which is not true. In the past land was grabbed and killing cadres was not the priority. Actually he is VERY WORRIED that we are following this new killing strategy as opposed to a land-grabbing strategy as in the past. And he wants us to have ‘named operations’ as in the past with specific areas to capture (so that they can avoid fighting in 4 fronts and concentrate on one as in the past) and a specific time frame (so that LTTE can pass through that time quietly and then attack). He therefore calls the present war strategy as ‘aimless’ with the intention of trying to prove that SLA should stop concentrate on killing LTTE cadres and immediately walk into Killinochchi on April 3rd for instance. So tigers BADLY need a timeframe!! This shows that they cannot endure any further.

    He says LTTE casualties are inflated to divert attention from inflation, etc. Bullshit. If so every time diesel prices go up or near festive times, more tigers should be killed. This didn’t happen. Also everyday a constant number should be reported. This also does not happen. Early March there was lower than usual LTTE casualties reported by MoD and same for this week. So the figures cannot be arbitrary.

    Bugger accepts that SLA will capture Madhu. Then he says LTTE will capture Madawachchiya!! Bullshit. Has the LTTE captured anywhere after 2006 from the SLA? NO. NO. They couldn’t.

    But he makes a few good points.

    He asks what the SLDFs done to destroy the LTTE’s capability to launch A’pura, KIA, Mayuru type of attacks? We have bombed sea tiger bases, killed so many sea tiger leaders, attacked black tiger training camps, retaliated on tigers when they bomb south using guerrilla tactics, destroyed many LTTE supply routes, etc. But still there is a long way to go in destroying the LTTE’s capability to launch A’pura, KIA, Mayuru type of attacks. So we should continue to target LTTE leaders, weapons stores, supply routes, start killing tigers in LTTE heartland as much as we kill along FDLs, etc.

    He also says SLDFs done nothing to destroy the LTTE’s capability to launch ‘unceasing waves’. NOT TRUE. SLDFs have killed SO MANY TIGERS that they don’t have the numbers to dispense in unceasing waves style attacks anymore.

    He has given away LTTE’s battle secrets. According to him LTTE is using the type known as ‘flanking attacks’, uses terrain specific attacks. He promises more attacks soon. Has he forgotten that after the Nayuru attack on SLN, SLAF continuously bombed sea tiger bases for days????

    He talks big about inflation, high cost of living, disturbances to THE PEOPLE IN THE SOUTH, HOW COME VANNI PEOPLE NO SUCH PROBLEMS???? I hear inflation of 10% in Colombo is 50% in Vanni!!! Soon Vanni people will rebel against the LTTE.

    Bugger is also SO CONCERNED about SLA casualties. SLA has 250,000 and LTTE has only 23,000. Now the east and Jaffna are both gone and that means the LARGEST recruitment areas are no more for the LTTE. How long can it sustain the war on 4 battlefronts? That’s why he wants the SLA to march to killi SOON when LTTE has 20,000 cadres so that SLA will lose the war. If SLA continues to kill LTTE cadres like now, after a few months later SLA will have a WALKOVER!!! Vanni people are coming to govt. areas and 300,000 in Vanni cannot FIGHT FOR 80 MILLION TAMIL CAOWARDS. They will lose everything.

    Nice critique of Kilinochchi Bob’s statements. I think you have pointed out some very interesting facts with regard to LTTE strategy. The LTTE seems to like well defined (defined in terms of time and area) military campaigns like what the Sri Lanka Army conducted in the past. They were able to deploy all of their forces to counter the SLA campaigns in the past (given that most previous campaigns were on a singe front, limited duration and limited objective) , and eventually run out the clock. They figure that once the clock is run out, the SLA is back to square one. They don’t like open ended multi-front campaigns. This type of warfare seems to unnerve them (no end date, and no location). From a psychological point of view, I am glad that the SLA is no longer using names for campaigns. It s a fight to the finish with no compromises.

    I think the long-term strategy that the GOSL is using is fairly consistent:

    (1) naval blockade
    (2) land blockade
    (3) destroy LTTE land infrastructure (buildings, weapons storage facilities)
    (4) daily war of attrition
    (5) simultaneously wage multi-front war
    (6) target terrorist leadership
    (7) destroy maritime capability
    (8) drive out civilians to govt controlled areas
    (9) deny political legitimacy (elections in the east, TMVP, etc)
    (10) deny international recognition (no negotiations, kicked out the Norwegians and INGOs out, abrogation of ceasefire, etc)

    Kandy academics including some who actively supported President Mahinda Rajapaksa at the last Presidential election have sent an open letter to warn him that the country is on a path of destruction.

    The group says:

    “Politics that justify killings, and upholds them as heroism, has condemned the life of the average person - whose only hope is peace and self respect - to one of unending fear and misery.

    People are beginning to believe that the government has opted for a military solution to the ethnic conflict. The main cause for this situation is the important place given

    to the propaganda that simplifies the democratic traditions to “war against terrorism.”

    The letter signed by Prof. A.M. Navaratne Banda, Prof. Ranjith Amarasinghe, Dr. Michael Fernando, Lal Wijenayake, Ranjit Wijekoon, Dr. G. Weerasinghe, Dr. Jayampathy Wickremaratne, and N.M. Saifdeen says:

    “As a group of individuals including some of’ who actively supported you at the last Presidential elections we decided to submit this memorandum to express our deep concern about the perilous situation prevailing in the country today. We feel that this trend has to he arrested and that it is our duty to assist the process and prevent the country from sliding further by becoming a prey to communalism, terrorism and reaction.

    “We do not dispute the need for taking measures to defeat the terrorism of the LTTE. How ever we are disturbed that a media campaign is being carried out to spread the view that it is only through military measures the ethnic conflict could be resolved.“It is regrettable that the “war on terrorism” is being waged at the cost of long cherished democratic traditions of this country and the way life of its people.

    “It is the inability of our political leaders to work out just and reasonable norms providing the foundation for a solution for peaceful coexistence between all nations that has compelled those leaders to seek refuge in the slogan. “War against terrorism”. This has been the motto of successive political leaders since 1983 and the same historical mistake is being revived today.

    “Our attention has also been drawn to the fact that Sri Lanka with a history of commitment to democratic freedom and human rights has now come to he criticized by the international community on account of her recent record of human rights protection. We foresee the danger of the developing dispute with the UN bodies on the issues of disappearances, abductions and the war-displaced, leading to Sri Lanka being isolated within the international community,

    “We firmly believe that the development of a democratic power sharing arrangement that could make all ethnic groups full partners of’ this state can only be achieved through a dialogue within the political arena, I this cannot he realized, your promises of “solving the ethnic conflict through maximum evolution” will no more than a mere dream. If this cannot be achieved your cherished idea of “solution of the ethnic conflict through maximum devolution of power” will be no more than just a dream.

    The crisis in the war theatre appears to be so serious that the President believed he needed to summon a direct meeting with field commanders in the Northern war front. The National Security Council meeting usually held on Wednesdays is attended by commanders of the armed forces and the police. But last week it was postponed for Friday so that the ground commanders could come to Temple Trees, and the President reportedly took down page after page of notes from the reports they gave him.

    Whether or not he was confident or satisfied was not disclosed. But major questions are being asked in defence circles regarding the extension of the term of office of Army Commander Sarath Fonseka. He and other military bosses like the all-powerful, tough-talking Defence Secretary Gotabhaya Rajapaksa had earlier pledged they would win the war before the National New Year. But now independent analysts and the UNP say people might have cheap words or hollow promises of those defence top brass and government leaders to eat for the Avuruddha, with the cost of living soaring and a kavum or kokis likely to cost about Rs. 25 this year and the Trade Minister himself warning the price of bread might soar to a century and rice to the moon. The latest deadline given for the extermination of the LTTE and victory in the war is the end of 2009. But on this morning after all the jokes of April Fools Day, one wonders how long they could go on fooling the people most of the time, even if the one-time paradise has now turned into something like a fools paradise.

    May all good forces unite to build a true ‘Save Lanka’ groundswell that will sweep away the evil and foolish forces and usher in a true national force with all Lanka’s communities in harmony.

    Much education and political will and resolve is being called for, for this to be a meaningful departure from the horrible mess created in these 60 odd years, but with sincerity we can look forward by starting to live and ‘be the change we want to see’ in each one’s own little way.

    Small gestures of brotherhood and harmony in every neighbourhood, religious comity and multifaith gatherings can all help to boost the groundswell needed to cleanse the soul of Lanka. The UNP saying that it will focus on a number of 10 households to organise at grassroots level will be a good measure to start a campaign of national harmony that the ordinary decent Lankans wish for.

    There is little time if we are to seriously secure our futures.

    President Mahinda Rajapakse extolled the virtues of switching over from eating bread to rice when he addressed his party faithful at a ‘summit’ meeting on Sunday. People have switched over from bread to rice. It was a great achievement, he said, even greater than the ‘liberation of the east,’ which is his favourite refrain these days.

    The President said that the people of this country got hooked on imported wheat flour after it was given free for some time and later sold on credit. What he implied was that this wicked colonialist and neo colonialist strategy had been defeated by the people. He hadn’t said how. Was it because of the Mahinda Chinthanaya like all good things that happen in this country?

    People may have cut back on consumption of wheat flour not because of political or spiritual conviction but because the price of bread has shot up during the last two years and keeps going up and up. Bread was not such a detestable commodity some years ago when President Chandrika Kumaratunga won the elections – ably supported by her deputy, Mahinda Rajapakse – one main plank of her victory being the pledge of a loaf of bread at Rs 3.50. Now bread has soared to Rs 40 and above. Even though consumption of wheat flour has decreased, could it be said that rice consumption has increased? The prices of all varieties of rice have reached astronomical figures. Besides rice is in short supply and the government is attempting to bring down large stocks of rice from India.

    If eye-witness accounts are to believe, it has happened in a strange way; it almost defied nature, according to them. There were no thick clouds around at the time, it says. It sounds far-fetched though.

    It is not clear whether they were struck while indoors or outdoors. It it happens outdoors, the they may have been among trees - for security or strategin reasons. It is a well-known fact that staying close to tall trees is an open invitation to a bolt from the blue.

    However, if they happened to be in the open, the incident makes mockery of laws of physics and add another statistic to the repertoir of war theatre.

    I was in Sri Lanka last week and witenessed the ferocity of lightning myself. There have been quite a few deaths and the ignorance about the phenomenon is the root cause in all of them. Warm humid atmosphere is a breeding ground for the build-up of static electricity that torments these days.

    I hope Ranil & Co will not put the blame on Rajapakse brothers.

    Faced with stiff resistance from Tamil Tiger guerrillas, Sri Lanka has ordered emergency military supplies from Pakistan, according to official sources here.

    In a development noted with some concern by the Indian establishment, the Sri Lanka Army has sought 150,000 rounds of 60 mm mortar ammunition and as many hand grenades for immediate delivery, the sources said.

    Sri Lanka has also requested $25 million worth of 81 mm, 120 mm and 130 mm mortar ammunition to be delivered within a month, the sources told IANS.

    General Sarath Fonseka, the Sri Lankan army chief who spent six days in India last month, has conveyed the requirements to his Pakistani counterpart, General Ashraf Pervez Kayani, said the sources.

    The Pakistani military has apparently agreed to supply the ammunition on an emergency basis from its War Wastage Reserve maintained in various army depots.

    The SOS comes amid escalating fighting in Sri Lanka where the military is desperately trying to gain control of areas the Liberation Tigers of Tamil Eelam (LTTE) holds in the island's north.

    The current fighting is concentrated mostly in the districts of Mannar, Vavuniya and Mullaitivu, which along with Kilinochchi are commonly referred to as the Wanni region, as well as in Jaffna.

    In Mannar, the military has been trying for months to advance into LTTE territory. And with rains starting around two weeks ago, the military push could slow down further.

    The Sri Lankan military controls most of Mannar, Vavuniya and Jaffna. The Tigers are in control of the whole of Mullaitivu and Kilinochchi districts.

    Despite some gains, the military is finding the going tough in the north, in contrast to the eastern wing of the country that came under Colombo's control in 2007 after the Tigers withdrew their forces.

    The resistance the LTTE is putting up is making Sri Lanka turn to Pakistan to make up ammunition it is exhausting, the Indian sources said.

    Sri Lanka started buying arms and ammunition from Pakistan in a big way from 1999. The total purchases until December 2007 were worth $50 million while there has been a sudden jump in the quantity of merchandise ordered this year.

    Pakistan's main military supplies to Sri Lanka include mortar ammunition, radio sets, hand grenades, naval ammunition and tanks.

    The military links between Islamabad and Colombo worry New Delhi because this gives Pakistan access to Sri Lankan defence establishments and intelligence that analysts here fear hurts Indian security interests in the long run.

    India mainly provides what it says are non-lethal military supplies to Sri Lanka. And while refusing it offensive weapons, New Delhi has publicly expressed displeasure over Sri Lanka's military purchases from Pakistan and China.

    Sri Lankan officials argue that they are free to go to any country for weapons supplies since India refuses to provide lethal weapons. Colombo says that in any case it keeps New Delhi informed about their shopping list.

    A section of the Indian establishment feels that with so much military hardware pouring into Sri Lanka, the war in the island is unlikely to end any time soon.

    With mobile type toilets if possible. The houses themselves should be able to be relocated rather easily. It could be some thing like a trailer mobile home. They should be built in several sizes.

    Then these civilians should be made to know that they will be looked after very well if they have to escape from LTTE terrorist clutches.

  187. If the cloud formation is there to create lightening, there is a way get the lightening to desired place.
    If it is a LTTE bunker, some body has to sneek to the disired place and simple rocket (Ahas gundu is ok) with remote control facility has to be planted there.
    Rocket should have a metal string attached to it with enough lenght.

    If you fire the rocket to the direction of cloud formation, you can get a big bang on to the place.

    this is a proven simple technic ... but do not tell to MOD.
    Because they will say, technology is very advance and idea is just discaded.

    The LTTE is not running large weapons factories in the Island anymore. Almost all the weapons and ammunitions are imported or manufactured from outside Sri Lanka, with the most recent being brought in Indian fishing trawlers and unloaded at Veduthalthivu and Chalai.

    However, there is evidence that the Tigers continue to experiment with the manufacturing of improvised Explosive devices (IEDs) while importing other conventional weapons via south India. The Indian government investigated the LTTE arms production in southern India many years ago under the Jain Commission. The Commission Report (Vol 6, Ch 40) states;

    "An estimated 30-40 LTTE cadres led by its leaders including Kiruban and Romeo were found to be controlling the LTTE bases in Tamil Nadu. Their activities included revival of fabrication of rifle propelled grenades ARUL-89 at Coimbatore, Pasilan- 2000, purchase of explosives at Tiruchengode, Salem, receiving injured cadres and providing them medical treatment at Madurai, Salem, Erode and Madras and facilitating ferrying of explosives and raw materials for fabrication of weapons"
    It is possible that the Tigers are still involved in arms smuggling across the palk straight. One of the glaring possibilities is the use of international waters further from the Indian coast. Recent LTTE activities around Maldives are an indicator of this phenomenon.

    Tiger local arms production is a hindrance to the Security Forces particularly in the maintenance of law and order. In the battlefield, trained soldiers can disarm IEDs but when used as roadside bombs targeting civilians in southern areas, security threats become political dilemmas.

    Claymores

    The most commonly found LTTE IED is the Claymore Mine.

    A claymore is a directional Anti-Personnel mine. The LTTE uses claymore for regular missions or terrorism attempts. Some LTTE made claymores share a lot of similarities with Russian MON series. They may have scratched metal sheets instead of steel balls on the front side, like for example, pineapple grenades. These are different to US made standardized M18A1 directional AP mines. Russia has various sizes of claymores from MON-50 to MON-200, for various purposes (Anti Personnel or Vehicle).

    The specification of captured LTTE’s claymore shows that it is exactly the same type of MON-200 (Claymore with 25kg of total weight, including 12-14kg of TNT, and metal sheet for splinter effect during explosion.

    The latest trend

    The 'Raghavan'
    Another invention is the seven layer remote-detonated mine that shoots steel balls in a 360 degree angle. This could be similar to a jumping mine. The mine is thought to be called 'Raghavan' . It is like a dumbbell with seven disks on a metal pole stuck on the ground. The detonator is on the top. This mine has been used only twice so far.

    Last year, during the liberation of the East, the mine killed 4 Special Forces and 8 regular infantry who were traveling in a tractor in Vaharai. The bomb-maker was later captured by Military Intelligence. The same type of IED was discovered by troops from the 58 Division in Mannar last week. The IED weighed over 50kgs. Troops managed to disarm the device safely.

    Pasilan's rebirth?

    Further confirming our fears of LTTE experimentation with Pasilan 2000, troops in the Vanni front have heard large booms from a canon. This sound was emanating from a crude LTTE experimental mortar/rocket launcher with rockets weighing 15-20kgs called 'Samadanam' meaning Peace.

    The short-range weapon emits a large noise similar to the former Pasilan 2000. Samadanam uses chargers from 122 canons, much like a howitzer. The canon is brought to the battlefield and dragged away again using a tractor, again like Pasilan. However, the range and battlefield effectiveness of the weapon as a force multiplier has not improved at all and remains to be a crude weapon, still at the earliest experimental stage.

    Ending the threat

    Experimental weapons and IEDs require explosives, which is the hardest material to find for a device of that nature. Other materials like steel balls, wire, circuitry etc can be smuggled in from civilian areas. The primary focus in counter-insurgency and counter terrorism is to therefore prevent such materials from reaching the insurgents/terrorists.

    The Tigers will continue to innovate in secrecy with small batches of practical and tactical weapons, particularly explosives that will harass troops and assist a long-standing insurgency/terrorism.

    At present, the effectiveness of these weapons is confined mainly against civilians as seen in the numerous bus bombs in the south. This could have an indirect impact on the Security Forces and the Police and also on the country's political stability and economy.

    The hard responses would include SLAF targeting of LTTE assets that will disrupt the experimentation and development of deadlier IEDs.A recent such success was the direct hit on a major factory of the LTTE manufacturing light weapons (including Pasilan 2k) and other IEDs, which was destroyed in an air-raid on 16th January 2008 at Puthukudiirippu.

    Success often comes through soft responses combined with hard responses. These include elicitation and analysis of HUMINT, both local and foreign. Investments would have to be made in 'turning' insiders into informants, providing them with advanced communication equipment etc.

    It also involves closer ties with foreign agencies, particularly regional and global maritime security agencies. In some instances, Sri Lanka may have to bribe corrupt foreign officials assisting LTTE weapons smuggling or raid their logistical points with support from other foreign intelligence agencies. A section of Military/Naval Intelligence may have to be redeployed to seek and destroy the sources of Tiger arms smuggling, depending on the requirement.

    The Navy's activities in curbing the importation of weapons and explosives in fishing trawlers is under scrutiny. Their recent blue water escapades must not be overshadowed by domestic failures. They are up against an innovative foe who will invent new ways of smuggling in the required military hardware. For example, the ship blasted in International Waters off Kirinda many months ago had loaded weapons onto fishing trawlers to be later unloaded in Chalai.

    These are important lessons for the Navy. There are valuable lessons that foreign Navies, coastguard units and maritime intelligence units all over the world have learned throughout the years. They can help the Sri Lanka Navy, having successfully prevented deep-sea piracy, smuggling and transnational criminal networks for generations. Technology is also a weapon at our disposal, although we might not possess the means to procure them ourselves.

    The Navy, as the first line of defence in the island, must be bold enough to challenge smuggling of weapons into the island despite potential losses to its fleet. There are much simpler remedies like aggressive patrolling and surveillance of certain areas of the sea for example. This may require additional vessels and men or a redeployment of existing resources strategically.

    The annihilation of the floating warehouses alone is insufficient to win the war. Losses of Gun Boats and Fast Attack Craft in dangerous maritime operations could be minimized through intelligence, proper equipment and training.

    The Sri Lanka Air Force must also upgrade its maritime surveillance and strike capabilities through cost effective means and must not limit itself to acquiring ground-based targets alone. If recent trends are neglected, the Tigers, armed with both locally manufactured terrorist/insurgent weapons and internationally reputed infantry weapons, could stalemate the war and again gain the upper hand.]

  191. Tigers intercepted a consignment of arms meant for Sri Lankan army from Pakistan Ordnance Factory. The dispatch was made by an arms broker of Pakistan, a retired army official of the rank of a brigadier, says a front page report in the Rightwing English daily, The Pioneer.

    For the LTTE, the discovery on January 22 came as a shock as it had contracted Pak arms at a high price to replenish its war stores which have depleted rapidly.

    The development may not be such a strange thing, after all, says the Pioneer. The Israeli intelligence agency, Mossad, had trained both the Sri Lankan forces and the LTTE simultaneously in adjacent locations in the northern city of Haifa, without each other's knowledge, in the early nineties. Many defence suppliers are known to be giving arms to both sides of conflicts-- rebels as well as the Government forces fighting them but rarely are they caught inn the act like the Pakistanis now.

    This was a set back to the Pakistan's weapon suppliers. Only six months back, the Sri Lankan army had rejected a $50 million consignment sent by Pak Ordinance Factory saying the consignment of tanks, tank shells and anti-aircraft ammunition, was of sub-standard quality.

    Tigers diverted the Jan 22 consignment of grenades, mortars, anti-aircraft and tank ammunition to their base.

    This was for the second time in as many years arms consignments meant for Lanka Army had landed in Tigers' lap.

    About a year-and-a-half ago, the LTTE, posing themselves as the Sri Lankan Army representatives, boarded a ship carrying arms and got them delivered to their own location.

    Such diversions and the Pak supplies are believed to enhance the lethality and firepower of the 'besieged' militant outfit. Tigers are literally subjected to heavy battering in the weeks by Lankan army and air force. Expectedly, LTTE has begun to blame their reverses on Pak military supplies to Colombo and Pak pilots guiding the air raids on their bases.

    The four Sri Lankan Army officials who negotiated the Jan 22 consignment are under a cloud, according to the Pioneer. Also, officials of the Pakistan Ordnance Factory and Pakistani officers involved in the deal.

    The POF is a regular supplier of arms and ammunition not only to Sri Lanka but also Bangladesh, and Taliban in Afghanistan and other conflict zones of South East Asia, where Pakistani army officials act as middlemen for clinching such deals.

    The Pakistan Ordnance Factory has recently supplied 100 tones of arms and ammunition to India's insurgent groups like the ULFA and KLO, which have their bases in the Chittagong Hill Tracts, according to the daily, which quotes unnamed intelligence sources.
