Army advances ahead of Parappakandal

Fighting was reported along the Wanni defense lines for the past week where Liberation Tigers of Tamil Eelam (LTTE) fiercely resisted several SLA advances into their territory. Heaviest of these battles was reported in the general area of Parappakandal in Mannar district. After overrunning the LTTE frontline in this area one week ago, troops have been trying to move further into LTTE held territory towards Wanni heartland. Even though these attempts were met with heavy resistance, SLA was able to break through several LTTE defensive positions in this area after prolonged firefights. 5 soldiers have been killed in these battles and another 14 have been wounded. At least 15 LTTE cadres are confirmed to be killed and another 30 more are wounded. By yesterday, security forces had advanced as much as one kilometer into LTTE territory ahead of Parappakandal. Troops consolidating defenses in newly captured areas came under heavy LTTE artillery fire yesterday (09th) night. 6 soldiers were injured in this incident and were rushed to the hospital.

Pro LTTE media once again stated that the army offensive was "repulsed". This is completely false. Although there were occasions where the operations were temporarily halted due to heavy resistance, they were later resumed after regrouping and employing different strategies which best suited the situation. And it must be said that all these "offensives" are small group based attacks. So far there has not been any mass troop movement into Wanni.

Even though fighting has been going on for several months, both sides have not yet unleashed their full strength. LTTE has not largely exposed their hard core cadres to battle. According to military intelligence, their elite formations have not been seriously affected by the fighting and are largely intact. However it has been a different story for LTTE's mainstream units; they have undoubtedly suffered at the hands of the army. SLA too has several weapons they have still not used. Units of the Mechanized Infantry Division, which is the latest addition to the elite 53rd division, are yet to enter the battlefield. Newly raised 59th division is undergoing special training in the Weli-Oya sector. In addition to these, 3rd commando regiment too is now being retrained with long range surveillance (LRS) capabilities. In the meantime SLA has started yet another recruitment campaign; the first in year 2008. This time the goal is 15000 new recruits. If this goal is met, it would bring the army's total manpower close to 200000. Latest recruitment drive follows a a successful campaign last year (2007) in which more than 30000 personnel joined the army.

All above statistics point to one direction; heaviest battles of the 4th Eelam War are yet to be fought.

    It's great that SLDF is keeping tabs on LTTE's abilities and not take things lightly...
    we should not allow these guys to gain upper hand at anything and we should try and minimize the casualties from our side by spending more time on proper planning on strategy...
    SLDF seems to be doing a great job...let's hope when larger battles begin... we inflict much much more heavy casualties on our enemy and not take too much of damage in doing so...

  16. It is a concern that most of the elite LTTE fighters are still in tact. Once attrition comes a critical point, LTTE will have no choice but to employ those elite cadres. Eitherway, we should not allow a prime opportunity to pass by. More time you allow, LTTE will find a way to smuggle arms and twist world opinion.

  19. With man power and ammo shortage, it is incredible that LTTE is still holding up the defence lines. They are still resisting a grossly outnumbered army without rapidly losing the territory. I remember when we were at the losing end, it didnt take days for us to lose vast areas. During past operations, we lost months of gains in a matter of days. I believe things are much different now.

I think we are closer to the critical point where LTTE will have no choice but risk their elite cadres in the battle.     Police and media personnel rushed to the Mandapam refugee camp here after rumours said Prabhakaran's wife Madhivadhani reached the camp early this morning.

    It is truly wonderful to see the blog is getting popular and better every day. But as we all can see, growth come with lot of other problems. I guess it is time to do some serious moderation before this site becomes a fool’s playground and undermine the real value of the site.

    I use defenceNet as a news source, and I think lot of other people do the same too. I don’t use this site as a philosophical or a political platform, I don’t think any other do too. So in that case, I don’t think you really don’t have to worry about “freedom of speech”. Comments should add extra value to the original post, not undermine it.

    It do not matter how tasteful the food is, if the restaurant always fill with noisy teenagers talking nonsense. So try to attract comments with real values (from every point of view), and if not don’t be scared to delete them or discourage them or warn them.

    Terrorists trying to blow up the Air Marshall points out to the fact that they are suffering under the AF operations. If this is true then the Air Force must be extra vigilant and protect their assets at Katu and Birthday parties, other celebrations,etc should be not allowed in that base, as the infiltrates to AB might plan a diversion, with in staff of the AB.These are crucial times, until the operations in the north are successful. Doing away with AM will not stop the operations as there are others good enough to carry things forward.

  43. Elite Police Special Task Force (STF) personnel gunned down an area leader of the Tamil Tigers at Saukade in Batticaloa this afternoon, defence sources said. The Tiger leader in charge of Batticaloa district, Shankar was killed in the shooting incident that occurred around 12.45.p.m, sources added.

    STF police commandos conducting a cordon and search operation in the area following civilian information shot the Tiger leader when he attempted to escape the cordon throwing a hand grenade. No STF casualties have been reported due to the explosion of the hand grenade.

    According to Defence Ministry sources, Shankar was the person behind many attacks and assassinations carried out by LTTE after Sri Lanka military claimed that it liberated the whole Eastern Province from Tamil Tigers last year.

    Meanwhile, Sri Lankan troops pushing into LTTE positions ahead of Parappakandal defence lines in Mannar, killed at least 19 Tigers including a female LTTE leader and wounding over 30 others yesterday evening, Defence Ministry reported. One soldier was killed while five others sustained injuries during the confrontations

    I think our army was 150,000 strong in 2006. In 2007 went recruited 30,000 more troops and this year we are going for another 15,000.

    So this means our army is going to increase to about 195,000 by the end of this year right?

    How about fixing or Naval cadres carrying long range "Flame Thrower" on board Dvora's to counter suicide craft.

    You can create a fire-wall within 50m distance if a suicide craft approaching you.

    Once the flames were aimed at suicide craft, it would burn the hell out of the operators before even the claymores fitted to suicide boat explode.

Many speculate whether Minister D.M.Dasanayake was the intended target in the JaEla blast.I think he was the actual target.We know that LTTE is very good in doing their homework.Minister D.M had being using his HI number Jeep over a long time.There is no way that the killers would have misidentified that.On the other hand Minister Jeyaraj (whom people say was the intended target) does not drive in a similar kind of Jeep.

    Then the important question is why did they target this minister who does not have a major influence on LTTE activities.Several reasons can be possible.
    1. To show the LTTE supporters and the diaspora that they have retaliated by killing a powerful government minister (Many of them are not very informed about the southern political leaders, for them a minister is a minister)
    2. To boost moral of the LTTE supporters & fighters.
    3. To create panic among the politicians and the civilians in south
    4. To disrupt “Neganahira Navodaya” program by the government which comes under the Nation Building Ministry which D.M was a minister.
    5. To use this as a bait – I wonder whether they want to target some high profile target amidst the funeral of D.M – we know Anamaduwa is not far away from the LTTE stronghold.They can easily send an aircraft or an attack team to take out a vvip in Anamaduwa than in Colombo.

    The LTTE are a pussy army that can only survive a fight when the opponent fights with one hand tied back. Similarly, these are illiterate podiyens strutting around like monkeys in a circus, calling themselves fancy titles. These cowards always run and leave the helpless cannon fodder to die. That's no wonder, since the example comes from the top. The big hyena hides 40 feet under and craps in his pants each time he hears a noise.
    There are greater numbers of podiyens dying. But the SL forces are definitely going after the identified criminals and this fight will be over sooner than a lot of people think.

    You can't create such a firewall in the open ocean. Even if it was possible it would have to be a kilometre long, or the suicide boat will just go around it. Also it would have to be at least 25m deep, or the suicide boat will penetrate it easily. American STABs used flame throwers for river patrol, but only against ground targets.

    I am very poor in my IT knowladge.But it seems the technology used in this blog is not adequate to handle the issues associated with higher penetration this blog has achieved.This is a suggestion to make this blog more effective and leave troublemakers out.

    Can we introduce a registration system so that only the registered members can post comments.That way the administrator can monitor the members rather than the comments.Anybody going against the rules and norms of the blog can be easily shut out that way.

    The only way of protecting SLN vessels from suicide craft is to use multi-barrel 30mm guns (as used in most CIWS systems) linked to better fire control radars/electro optical sensors. The single barrel 23mm, 25mm, 30mm weapons we use don't seem to have a high enough rate of fire to prevent suicide boats getting close. They all have an effective range of over 2000m, but obviously the suicide craft have been able to get close despite this, especially when multiple craft are deployed against a single SLN vessel.

    Alternatively you can use naval variants of ATGM's, but it might not be effective against the very small/fast suicide craft, but should work against the larger Muraj type boats.

    Interestingly, the US Navy is going to fit their vessels with a 25mm single barrel gun system to protect against suicide/small boats based on the Typhoon mount and Toplite electro-optical sensor, which is the same system used by the SLN. This is probably because the 20mm Phalanx CIWS is being replaced by the RAM missile system. However, they will also find that this system does not always work against very small/fast suicide craft.

    The problem the SLN faces is that proper CIWS systems which can defeat multiple suicide craft are too big to be placed on FAC's (and also expensive). Building larger boats to accomodate them will compromise speed and ability to operate in shallow waters. So as long as the naval war is between FAC's and small LTTE boats, there will always be some degree of vulnerability to multiple suicide attacks.

    The SPIKE ATGM can be fitted on our typhoon mounts and with that we can take out LTTE crafts from 8km away before entering the fray. Thus giving us the advantage.

    Plus the Mi-24/35 can also be fitte with the SPIKE ATGM.

    The important thing from that article is that they seem to want to implement the "old" CFA! This means giving back captured territory to the LTTE.

    This is a really big joke!!

    If we are to think about any sort of cease fire the primary clause in it should be the absolute laying down of arms by the LTTE.

    Its true that the SPIKE missiles can be fitted on Typhoon mounts. However, will it work against something as small as a suicide craft? The suicide vessels are also very fast (presumably over 45-50 knots if they can catch up with FAC's). Tanks don't move at that speed, so an ATGM like SPIKE might not be able target something so small and fast moving.

    It would probably work against the larger Muraj boats. However, the bigget problem is the suicide boats which are responsible for most of our losses.

    An LTTE suicide boat is about the size of a tank. So the SPIKE ATGMs can hit them. They have been known to hit fast moving IFVs, APCs and other military vehicles too.

    If we aim and fire the ATGMs from a sizable distance it will lock on to the target.

    How about having, say, two very small remote controlled boats filled with explosives that can be deployed from boats during an impending attack? Provided that the suicide boats are spotted these small boats can be operated to ram in to the suicide boats?

  87. Come on guys, the request to go back to the ceasefire is purely a PR exercise. It has nothing to do with the military situation, it is just to show the Government in a bad light to the International Community. If you look at Tamilnet, it is a well prepared strategy. Not sure how effective it will be, but the Government should be really proactive in countering it by publicizing how ineffective the CFA was.

    COLOMBO (AFP) - Tamil Tiger rebels said Thursday they were ready to revive a dying ceasefire abandoned by Sri Lanka's government and urged Norway to maintain its role as peace broker.

    In its first public reaction to the Sri Lankan withdrawal from the 2002 truce earlier this month, the Liberation Tigers of Tamil Eelam (LTTE) expressed willingness to salvage the ceasefire, the basis of a moribund peace process.

    "The LTTE wishes to state that even at this juncture, it is ready to implement every clause of the CFA (ceasefire) agreement and respect it 100 percent," a statement from the rebels said.

    "We also request that Norway should continue with its facilitation role with the support of the international community," it said. Sri Lanka's government last week signalled that it wanted Norway's role to end.

    There was no immediate reaction from Norway, which together with the European Union, the United States and Japan, has expressed concern over Colombo's move to quit the truce and warned there could be more bloodshed.

    The LTTE -- listed as a "terrorist" organisation by the US and the EU -- has also appealed to the international community to reconsider its ban and for recognition of the group's struggle for freedom.

    The organisation wants the global community to "accept the just aspirations of the Tamil people, and recognise the right of the Tamil people to live with self-determination in their homeland."

    The statement came after the head of the LTTE's political wing, B. Nadesan, met with the outgoing Sri Lanka Monitoring Mission (SLMM) chief Lars Solveberg.

    The Tigers also sent a letter to the Norwegian government through Solveberg during their meeting in the rebel-held political capital of Kilinochchi in the island's north.

    The government has prevented journalists and other diplomats from travelling to the region where heavy fighting claims a daily death toll according to the two sides.

    The Tigers said they were "shocked" and "disappointed" with Colombo's decision to pull out of the truce.

    This is in stark contrast to its stance in November, when the group's supremo, Velupillai Prabhakaran, in his annual policy statement, signalled they were ready for all-out war.

    "Thousands of our fighters are standing ready to fight with determination for our just goal of freedom and we will overcome the hurdles before us and liberate our motherland," Prabhakaran said.

    Sri Lanka's military began the New Year with a vow to crush the Tigers by June. They set a target to kill 3,000 guerrillas in the first six months and dismantle the rebels' mini-state in the north of the island.

    President Mahinda Rajapakse also ruled out any negotiations with the Tigers before crushing them militarily. The authorities are confident that they enjoy the upper hand on the battlefield.

    The Tigers in their latest statement said the government was not interested in a negotiated political settlement to Asia's longest-running ethnic conflict, which has claimed more than 60,000 lives since 1972.

    Six rounds of direct peace talks and two further rounds aimed at saving the truce ended in October 2006, leaving the 2002 deal in tatters.

    More than 6,000 people have been killed in fighting in the past two years alone, according to government figures.

  95. One possible reason that the Government withdrew is that there is a set plan and timetable to capture Wanni, and that monitors would have just got on the way. So I wouldn't say it was a mistake until we see the results.
    However the PR situation is tricky with the IC. The key is to be pro-active and not let the LTTE PR machine to get the higher ground.

    After my last post, poor Vanni Tech students have been given a tough time. Lot of grilling and threat to the extent of unimaginable to the whole family. Now nearly 100% of tasks at Vanni Tech are for LTTE, and serving LTTE war related work.

    Here are some info about Charles. He has been a fairly "Do not care type personality" and known for Absolute Fearlessness, also a very playful personality (use to pull pranks on colleagues on daily basis). He has been very successful in leading from the front. His fearlessness has made him given more and more responsibilities in the hierarchy and has become a close confidante of Paripaharan.

    Recently, after his 42nd birthday, he has been critical of few elements of the organization. In the meantime, Paripaharan has assigned him to investigate who leaked Thamul Selvam's location info leak.

    The talk is that Charles was killed by Donald's group working under Ramesh and not by DPU/LRRP (-Poddu and Ramesh are very close friends).

    Charles may have been planning to defect the organization, but LTTE may not kill him using a bomb, but Poddu would.

    Some misteries remain.

    Almost all the parts of Killinochchi is open for civilian traveling, and it is believed that Paripahran is moved to a location in Mullative North West. That part is pretty much closed to civilians now.

  102. With regard to LTTE's latest ploy - ceasefire buisness - I hope the government of MR cannot be fooled by the prospect of receiving a part or full of Nobel peace prize. I had my nail-biting moments in the past on hearing these things, but not any more. I think we have marched past that vacillating stage.

    The German ambassador brought this idea, sometime, back; if Chandrika was in power at that time, she would have warmed up to this idea - for her any western garland is a precious ornament.

    I don't think MR is after those things. Thanks, heavens, after decades of suffering we are in the right hands, at last.

    Nobel peace prize has become a political tool of the EU. It has always been a very controversial one. For instance, you guys may be surprised to know that Mr Mahathma Gandhi was never awarded with it! This shows the European interpretation of peace.

    It was not the only problem with the contemporary Nobel foundation. Albert Einstein, who is synonymous with human intelligence, was awarded the prize for physics in 1921, for something he published in 1905!

    So, our rulers can live without these awards or their prize money. It is not universally respected any more.

    I am sure they will not play into the hands of the outfit again.

    NB: If you guys are curious about the absence of an award for mathematics by the Nobel foundation, just drop a line here to that effect. I will drop a bombshell.

  103. Bentz, I did not mean a fixed timetable of where to liberate and when. But it is reasonable to have a time frame which is basically a rough estimate by the commanders - let's say six months. The government then has to weigh up the advantages of having monitors interfering for that six months vs copping it from the IC for the six months. If it works out within the planned time, the damage from PR can be manageable. If it doesn't, the CFA withdrawal will backfire. This is all hypothetical ofcourse.

    What rubbish. The CFA's been dead for years now, so getting the GoSL to remain a signatory means jack shit to the LTTE. It doesn't change the ground reality an iota. Can you tell me one single concrete advantage we gain by withdrawing from the CFA? On the other hand, the LTTE gets a moral advantage when politicians stupidly seek selfish short-term personal gain over the good of the country. As I said before, they can now tell the IC, "hey look we told you the GoSL just want war." And countries like the US which were quietly turning a blind eye to our military operations, no longer have the excuse of the CFA. They can no longer say they're backing a nation that has been forced to fight though it is committed to peace.

    The GoSL should've stuck to the CFA, implemented the 13th Amendment, and continued military operations to defeat the LTTE.

    And for all of you who think the CFA was a waste of time, remember that we were losing back in 2001 and the CFA gave us (as well as the LTTE) a chaance to retrain and rearm. Also, it is precisely because the NE Tamils and the lower ranks of the LTTE had a glimpse of real peace that we have been aable to recruit so many informaants thaat are now helping us track down the LTTE top brass. And we would not have had the TMVP breakaway either if not for the CFA.

    Really? How exactly is this PR excercise gonna catch the Army off guard? You thought the Army's full of idiots who were born yesterday?

    There are no monitors on the battlefield anymore, aand there haaven't been for a long time. so it makes no difference. The most optimistic bet will have the war going on for another year at the least, and the IC is fast losing patience. We've already been demoted from the UNHRC, losing our voting rights.

Maybe you think you're too old, or don't wanna die, but there are many technical jobs for which people are needed (legal, medical, engineering, etc)

GOSL has to make their mind to stick to one strategy if the lay down their arms then SL should be ready for talks with good political solution rather than talking nonsense.     Although VP, MR, GR, etc. got away with it, that is the international law.

    The IC has enough brainy fellows to assess the correctness of the "ceasefire" that was ravished for 5 and a half years by both sides.

    Bentz, if you have a foolproof way of ensuriing the money is used for military stuff, fine. How can you guarantee that?

    Lankaputhra & Moshe Dayan, you have very blinkered views of the CFA, and your hindsight seems to reach only to the beginning of the CFA. Do you remember how things were before the CFA was signed? We had taken massive casualties, lost one of the biggest bases in the NE, the Army was understrength with its leadership in chaos, Jaffna under threat, soldiers deserting, recruitment dried up, the civilians were fed up, and we were out of money. If we hadn't signed the CFA we would've lost the war in the NE -- never mind the war on terror. And what were we gonnaa fight the war on terror with, Moshe -- piss & farts?

    The problem wasn't the CFA, but its implementation. The CFA wasn't supposed to last six years. No temporary truce can stand such pressure. But things stagnated thanks to CBK, and the violence increased. Yes, we lost many int operatives, and the UNP should have done something but they didn't and lost the election. The new govt fought back and the war commenced. But if the CFA hadn't been in place, we'd have been losing bases and thousands of troops, not the few dozen int agents we did.

    However, in the meantime, the security forces recruited, retrained, and rearmed, while the LTTE lost a part of their force to the TMVP, more to the tsunami, and our int agents recruited informers and practiced LRRP ops.

    By the end of last year the war was in full tilt, and the CFA just on paper. It was all to our advantage -- we could pretend to want peace while disguising our offensives as "defensive ops". I repeat, what have we now gained by backing out of the CFA? Got rid of a few impotent observers, and telegraphed our intentions to all and sundry. Part of waar is disguising your intentions, not letting the cat out of the bag.

    I repeat, if not for the CFA we would not have had the TMVP, the Army troops, the money, or the ability to retake the East. No CFA = no victory in the East. One has to be an idiot or a child not to understand that. We NEEDED the CFA as much as the Tigers did, and WE gained from it, not them. Yes, we had to sacrifice some pride to gain the breathing space needed to counterattack, but pride is bullshit -- victory is everything.

    1)it shows Hillary Clint that "the LTTE are fun loving good Fellows who the sinhalese buddist chavenistic govt has abused" and delaying tactic with the hope that hilary will be elected.The way things are now they will be dead by the time hilary is elected.
    2)Ploy to keep norway on..i wonder if this has something to do with their activities in norway..
    3)Rearm and start again.I think there are alot of injured cadres..Make troops loose morale and secondly plan a killing spree of VIP (including army personnel).
    4)I have a feeling that the people in the north are kept "under lock and key" so in order to do this you actually need a force to guard them?..Also waiting till some poor northern kids are passed 18 yrs to forcibly recruit them.

Or maybe we could have snapped our collective fingers and a new mechanised brigade would have appeared? Or perhaps Karuna out of the goodness of his heart would've agreed to hand over the East to us? Please tell us, we're dying to hear your wisdom.

    It’s mostly true. This has been confirmed by military intelligence as well as by the soldiers on the frontline.

    That figure is about right (provided that we do recruit 15000 this year). As for economical impact, yes its a money drainer. Anyway we do have around 225000 personnel in all tri forces with 15000 in SLAF, 20000 in SLN (plus another 8000 in STF, which is part of Sri Lanka Police).

    Techinically it's a brigade just like the Air Mobile Brigade (which is also under 53rd). Since it's commonly reffered to as the MID in military we posted that here too. But it's not a division.

This means there aren’t many in their ranks who may be hard core in great numbers. Remember the EP was surrounded by a 1000 or was commanded by Karuna.When the likes of banu and Balraj are in the front line now, one expect the hardcore to be with them. I think they may look for a way out, unless the gosl is foolish and corrupt enough to let that happen. They might escape to TN and Burma and even Thailand, where that rascal KP is living, to fight another day.

  150. A list of evils of the CFA. Not exhaustive.

    CFA created lawlessness
    1. CFA violated the constitution and many other laws that were put in place after extensive thought by mainly JRJ and his team to defend the country and its people from terrorists, et al. Checks and balances were also put in place to force adherence to lawfulness. This was completely destroyed by the CFA which never had any legal standing in SL. Major rifts were created between the 3 branches of the govt. The dispute in little lanka was converted to a conflict between two nations (one de jure and the other de facto). International conflicts are much worse than internal conflicts.
    2. CFA recognized LTTE controlled areas as a separate de facto state. This stopped all law enforcement beyond govt. controlled areas as long as the CFA was to be adhered to. Police stations returned complainants of child soldiers in places like Batti where previously the police and army could exert law and order.
    3. This international conflict became unsolvable as there was no legitimacy for one party and it started acting up irresponsibly. It is like North Korea where there was nothing the IC could do to handle it until it voluntarily (supported by carrots and sticks) gave up nuke tests. Without a CFA the IC would never had to worry about the wishes of the LTTE’s de facto state
    4. All foreign VIPs visited the LTTE unless stopped by the govt (to the dismay of the IC). This reinforced the notion of a separate state further.
    5. CFA created GOSL area, LTTE area and a no-man’s land (NL); this NL became the breeding ground of other terror groups. TMVP was one such product; the CFA multiplied the number of terror groups. Another Muslim group was also present when the govt. could not do anything to stop the serial killing of Muslims during CFA.
    6. CFA made NGOs in N-E uncontrollable as many started to report to LTTE and not the GOSL. They brought war material, telecom equip. for tigers and the govt. was tied to the CFA that for the sake of ‘peace’ had to ignore such acts.
    7. CFA took away all checkpoints that were a part of the City’s law enforcement (not only against terrorists) without any security assessment. A large number of bombs and sleepers crept to areas outside war zones. Their true strength is undeniably yet to be seen.
    8. The CFA contained a section demanding the govt. to dismantle the LRRP. The elitist security force in the country was thus dismantled; national security went to dogs.
    9. CFA allowed the LTTE to collect ransom along main highways and elsewhere from visitors and there was nothing the govt could do to stop that. Billions were collected and went into terror acts.
    10. CFA imposed a ban on the govt. from carrying out development work through its agencies functioning in LTTE controlled areas (including the RDA, etc.). Under development was a root cause of this war and it further strengthened the LTTE position
    11. Foreign donors had to give the TRO indirect funding as they recognized a de facto separate state. By the time they realized that TRO money went into buying 32,000 mortars, etc. etc. it was too late. TRO got money from 2002 to 2007 November from the US until its assets were frozen.
    12. CFA became the criteria for foreign aid to SL. This was the most powerful tool the IC used to force SL to comply. Also the CFA caused a split in aids SL would get as the de facto state also got some.
    13. CFA created an environment of impunity where any group could do anything especially in the no-man’s land (this was created by the CFA although not recognized by the CFA) and in each other’s territory. Of course acts in one’s own territory were out of the question.
    14. The CFA created a major regional rift between Northerners and Easterners. A large number of Jaffna intellectuals (and others) were killed in the East and in Colombo. This problem is set to escalate in time to come making it impossible to find an amicable solution for N-E even when the war is over as infighting has already broken out among the two main tamil communities in the N-E with historical under-the -carpet grudges.
    15. A toothless SLMM replaced the armed police force as the point of making grievances. Many deaths were not even recorded by SLMM (some brought coffins to SLMM) and police also redirected people to SLMM. Today it has become more difficult than in 2001 to bring Tamils to police stations to handle their grievances for which they pay a tax to the govt. The CFA created distance is taking a heavy toll. TMVP should not be allowed to exploit this.

    CFA destroyed the Tamil democratic movement
    16. CFA recognized the LTTE as the SOLE REPRESENTATIVE of the Tamils. All tamil democratic forces were made irrelevant. In finding a political solution, it is these Tamil democrats who would become vital. The IC was forced to recognize Tamil and LTTE as same.
    17. Almost all moderate tamil legislators were killed during the CFA - UNP tamil candidates for Batti in 2004; Kadir, Joseph, Raviraj, Maheswaran, etc. This further enforced the LTTE as the SR and caused any future attempts for political solutions impossible.
    18. CFA forced the UNP not to field Tamils for Jaffna, etc. going by the SR claim. This directly resulted in returning ultra extremist Tamil MPs to parliament. The vote base for Mahes, etc. were destroyed and replace by a TNA one.
    19. Extremism crept into parliament first from the Tamil side (TNA took all UNP, SLFP, TULF and some EPDP seats). This was also reflected in the Sinhala and Muslim camps. Almost one third of today’s parliament comprise of extremists making it impossible to find political solutions.
    20. The SR claim and its respect mainly from the UNP (a MoU was signed) helped tigers to block voters from voting for the UNP in 2005 which was seen as a moderate party then. The IC criticized this but had to accept this as a result of contracting with a terror group. The UNP, CWC, UPF, WPF, TNA, SLMC all had MoUs with the LTTE as the CFA recognized them as the SR and rulers of the de facto state.
    21. Ask any LTTE supporter and he will tell you that LTTE and Tamil people are one and the same. But factually it is not so. The CFA legitimized this LTTE claim. Sections of the IC started to increasingly refer to the LTTE as Tamils and vice versa as they were the de facto rulers of the Tamil mono-ethnic de facto state recognized by the CFA.
    22. Tamil democratic movements (TULF UK, etc.) abroad were the most harmed. They became just offices without any recognition both by the IC and the Tamil Diaspora.

    CFA strengthened the LTTE militarily as never before
    23. The govt was deterred from carrying out military operations by the CFA. Although the 2005 elect ‘hardline’ govt was an exception, both previous administrations strictly honored this as SLMM’s recommendations were like God’s say for donors. LTTE brought shiploads of weapons (only a few were destroyed). The present Navy commander was warned by Ranil not to engage the tigers at sea! Tigers assembled an air force thanks directly and solely for the CFA. LTTE’s mortar and arti capabilities increased by many fold.
    24. The CFA paved the way for Manirasakulam, Muttur, etc. new LTTE camps
    25. CFA allowed more than enough time to regroup and recruit its cadres. A mad rush for recruiting children was undertaken and there was nothing the govt. could do to maintain peace and goodwill at the same time until a hardliner took office. Also the LTTE bought enough time for many of its children to become adults as thee CFA held for almost 6 years; even a twelve year old could have turned 18 by then!!
    26. LTTE engaged in direct arms import and negotiations with foreign arms suppliers. Part govt. owned arms producers like NORINCO - China had no hesitation in providing arms to representatives of a de facto state.
    27. LTTE delegations were sent on foreign trips at public expense with no return. They visited arms suppliers in Norway, South Africa, Croatia, etc.
    28. LTTE dismantled not only the Colombo based LRRP but also many other mainly tamil anti-LTTE militant groups.
    29. Ships that did not fly the TE flag were plundered by the LTTE with impunity and stole their valuables including radars and there was nothing the GOSL could do.
    30. CFA violations by the GOSL (mainly in offensive operations) were overly highlighted to the IC by the SLMM. Other HR violations by the GOSL were also overly emphasized thanks to SLMM’s first hand accounts.
    31. SLAF bombings on LTTE areas were promptly visited by the SLMM and recorded. This heavily deterred the GOSL from carrying out some planned air strikes especially in important locations obviously located among civilian settlements. At times tigers sent SLMM officers to potential air attack locations to actively stop the SLAF.
    32. Sencholai terror camp was converted to an orphanage by the SLMM. If not for the injured children who escaped and hospitalized, the IC would have believed this and SL would face a heavy war crime charge.
    33. Army had to scale down their operations to give an impression of ‘retaliation’ or ‘neutralisation’ than an offensive operation as offensive operations stood out most noticeably in SLMM’s record to the account of GOSL. The IC placed heavy reliance on ‘independent’ SLMM as other journalists were bared from Vanni by both groups.
    34. From 2002 to early 2004, the GOSL did not contract for major military purchases to sustain the CFA goodwill. It took a long time to rectify the situation in 2006. It also took a long waiting time to get firefinders, etc. Had there been a proper war plan from 2002, this would never have happened. The govt. by taking on the easy east first minimized this planning disaster.

    Lost opportunities thanks to the CFA
    35. All ceasefires must be bargained from a position of strength. In 2002 SL was in a position of strength vis-à-vis the LTTE. After the july 2001 attack, the LTTE didn’t launch any major attacks but the army was continuing small scale operations. LTTE leaders were dead scared of the LRRP and refused to comeout of their foxholes (refer. Wikipedia - LRRP). However, the political leadership was at its weakest partly due to Ranil (a weak leader) and partly due to infighting between the executive and the legislature. A war on terror had started and the LTTE was desperately seeking shelter. SL could have bargained adequately for a pole position. Whenever Israel goes to a ceasefire it actively CAPITALISE on military gains and the world order. There by each ceasefire with Palestine strengthens Israel’s position, not undermine it.
    36. After the CFA, the clam that existed from July 2001 to Feb 2002 on the LTTE front shattered as tigers could do whatever they wanted. A CFA breakdown would have been a deadly blow to the UNP govt and it did EVERYTHING to keep it going by pleasing the LTTE in EVERY WAY imaginable.
    37. By 2001 the LRRP was closing in on LTTE leaders; they successfully took the life of Shankar the TAF guy. Had that operation delayed by just 4 months he would be saved by the CFA and SL would have completely lost its air superiority to this innovative tiger. Russian Shmels were procured at great effort and were left to decay without use. These cannot be purchased in the open market and SL needs diplomatic efforts to get them again.
    38. The war on terror provided SL an ideal opportunity to crush the tigers. But the CFA saved them. Indonesia, Philippines, Congo, India, Pakistan used the war on terror to crush terrorists in their countries. As usual SL lagged behind. Good thinking by the LTTE and no thinking by the GOSL.
    39. The tsunami brought hope again. Aceh in Indonesia used the tsunami to disarms Aceh terrorists and many hoped the same will happen in SL. But there was the CFA and the govt. was committed to honour it. GOSL didn’t even move in to CFA’s de facto TE let alone disarm the LTTE or get them to talks.
    40. The JVP that talk nonsense now were actually backing the CFA from 2004 May to March 2005. CFA violations by the GOSL became minimum during that time!! The extremist politics that resulted from the lawlessness brought about by the CFA strengthened the likes of JVP/JHU/TNA. They will ensure that no political solution will be passed in SL. Had there been no CFA, TNA would not be so strong, moderate Tamil MPs would come from N-E, JVP would have run out of ammunitions (at least part of it), JHU would never be there.

    Continuation of the CFA
    41. CFA made the internal conflict an international conflict. According to international war laws, no country can colonies another country’s captured area. However this does not apply to internal conflicts. (refer warcrimes Geneve and wikipedia - warcrimes). Today colonization of the east is a major agitation run by pro-LTTE groups abroad. If the CFA did not recognize a separate territory within SL, this claim could never be made. However, the GOSL is continuing with its ‘settlements’. It can continue regardless, but this creates a lot of confusion in IC. The IC’s apprehension of SL’s conflict has always been highly inadequate. This always helped the LTTE. Unless officially invalidated, the colonization of the East and the North become warcrimes in the eyes of an outsider who considers (going by the CFA) that there IS a de facto LTTE area with separate jurisdictions and civil administrations.
    42. Misusing a “flag” of truce is a warcrime. “Flag” is not per se a flag only and can be any instrument by which a party signals to the other warring party it is not going to attack and seek reciprocal action. The CFA was a tool of truce that actually stopped the army from carrying out large scale operations. Now the attrition warfare stage is changing and large scale military operations are needed to get into deep Vanni. The govt. must officially annul the CFA to avoid all confusion that can go against it in the event of a large scale offensive. Some Serbian officers were charged for unleashing violence during ceasefires. Although this is not at all practical in SL as violence was part of the CFA from day one, large scale military offensives will certainly take the GOSL beyond the line in the sand. Arguably, they may be committing a warcrime if tools of a truce was held out while waging large scale open warfare.
    43. The SLMM in Vanni is a big disadvantage to war games in Vanni. They are not only witnesses to a bloody war that is yet to unfold, but also ‘adjudicators’ of methods and tools used by the SLDFs. They cannot be ‘eliminated’ as the LTTE (and others!) eliminated aid workers, Catholic priests, etc. Hence only an official ending of the CFA can send them. LTTE understand this too well. It made two separate pleadings. One - continue the CFA and they will 100% adhere to it this time. Two - Norwegians to continue.
    44. CFA continues to recognize a separate de facto state controlled by the LTTE. CFA also recognizes the fact that LTTE has a right to rule its territory just as GOSL has a right to rule its territory. The IC has placed faith in the CFA although it was illegal as per SL law. The SL territorial law became immaterial for the IC after the CFA. Therefore, attacking the heartland of LTTE controlled area will never be accepted by the IC as long as the CFA is in place and the government purports to adhere to it as it declared from time to time.
    45. The LTTE was planning to declare a UDI on the 18th January 2008. The CFA officially ends on 16th January, narrowly escaping the LTTE attempt to continue from one platform to another. An UDI from a status of a de facto state as officially recognized by the GOSL is an easier jump than a leap by a political non-entity. As the GOSL knew the LTTE’s plan of a pre-planned UDI on 18 January, some late planning seems to have gone in annulling the CFA before hand.
    46. Norway came to the CFA with its own agenda. It had Tamil voters back home heavily aligned to LTTE. It is like asking Ricky Ponting whether his team mate took the catch cleanly!! Therefore Norway always had a protectionist approach towards the LTTE. Cognizant of this fact, in 2006 LTTE sent off all other Scandinavian monitors but not Norway!!
    47. Norway had other interests in SL like oil. Two Norwegian oil companies were charged by the US for providing material support for terrorists (not LTTE). But this justifies their overall alignment to the de facto rulers of where oil is. Australia followed a similar strategy in East Timor but it was like a SLMM with teeth where they mediated in ET in 2001. Now Australia companies are drilling oil in ET seas! But ET citizens are the poorest in the world.

    Contrary to some predictors of diplomatic events, Sri Lanka did well in managing foreign relations in its favour. When Tamil Chelvam was killed no one thought the US will freeze TRO funds. How the IC especially the US works is different to popular belief. They seek a solution to conflicts and support any movement that gathers strength (unless it is against their interests of course). But SL must up its HR record.
    FBI tries to reiterate the ruthlessness of tigers. Does this show the failure of our diplomats? I think so.

    This was mostly after the TMVP split, when Karuna started conscripting children in the Battti area, and the GoSL decided to turn a blind eye.

    :) That is probably the most absurd example you could've picked. There was no open conflict between N Korea and the IC.     Again Moshe you display your ignorance of even recent SL history. It wasn't the CFA that CREATED the TMVP. The CFA gave Military Intelligence the opportunity to tempt Karuna away, a fact you should be thankful for, because without the TMVP we wouldn't have captured the East, just as without Dougie's EPDP we wouldn't be having the successes we see in the North.

    NGOs operating in LTTE areas never reported to the GoSL before the CFA and were basically uncontrolled. I myself have watched through a scope as French MSF personnel treated LTTE battlefield casualties close to Vasavilan in '91. During the CFA the media was able to highlight this embarrassing fact, which many people (like you, I presume) didn't know before.

    In fact, large consignments of equipment destined for the LTTE were brought in through the Colombo Port (including it's suspected, the LTTE aircraft), thanks to corrupt politicians, police officers, aand customs. This had nothing to do with NGOs or the CFA.

    Again, utter nonsense. Please quote to me the CFA clause that forbids Colombo checkpoints. This was a decision of the GoSL.     This is incorrect. RDA carried out work in the Vavuniya area (for example) in 2002 aand 2003. You may check with the RDA for exact dates and locations. However, the LTTE refused to allow Army personnel to provide RDA with security, and once the TMVP-LTTE fighting started, the RDA refused to continue work.

    So? Are you saying that once we signed the CFA we should've refused to abide by it?

    I'm afraid Moshe, that I haven't the time to wade through the rest of your long list of nonsense. I'm sorry, but it's mostly rubbish, and the stuff a teenager would come up with. Going by the above, it looks like you haven't a clue about the CFA and the ground realities in SL. I have indulged you by responding to twelve of your points, but I haven't the paatience to go further. I hope you'll educate yourself a bit on the subject before just wasting time. Maybe then we can discuss it again, but at the moment it's absurd 'cos you don't know what you're talking about.
